An exchange is marked "paused" when at least 30% (and 5+) of its major coins have withdrawals off — a single coin under wallet maintenance is normal. Exchanges not listed (OKX, Bybit, MEXC…) do not publish withdrawal status publicly.
Get a push notification when an exchange starts halting withdrawals for most major coins, or reopens them.
